If I purchased my home in Dec. 2008 but I’m going to do the FHA streamline Refinance this year 2009, does that make my loan eligible for the 2009 $8000.00 tax credit?

Unfortunately the correct answer is no you would not be eligible for the tax credit. This tax credit is for first time home buyers or a buyer that has not purchased a home in the last three years. But if you can save at least two percent on your interest rate it is definitely worth doing the refinace.
